The short version

A housing-focused November 6 account of the official Build Canada Homes target, cost horizons and real-world obstacles.

A decade-long federal housing target

Budget 2026 says new federal investment would put Build Canada Homes on a path to deliver 200,000 new homes across Canada over the next decade. The government proposes an additional C$13 billion over ten years, beginning in 2028–29, to strengthen the agency's capitalization. The official budget says that would bring its total capital to approximately C$45 billion. These figures are future program investment and housing targets rather than a count of homes that have been completed.

Non-market housing is a central focus

Ottawa aims to triple annual starts of non-market housing to around 24,000 per year, using partnerships with provinces, territories, Indigenous governments, municipalities and other providers. At least ten per cent of the expanded capital envelope is intended for Indigenous housing projects under a distinctions-based approach. The budget also highlights specific development partnerships, from Vancouver's Heather Lands to housing in Yellowknife and Winnipeg. Announced partnerships and proposals should not be presented as move-in-ready buildings.

What determines affordability for residents

Land availability, local planning decisions, construction capacity and ongoing operating support will determine how quickly additional homes become available. Rental prices and mortgage costs vary across Canada, and it is unclear how much any individual household will benefit. The federal plan contains broader proposals to address homelessness and financing, while provinces and municipalities retain substantial responsibilities. Readers can compare future project-completion reports to the commitments in the government's November 5 budget.
