The short version

Ontario's 2026 fall economic statement estimates a larger deficit this year and no surplus until 2029–30.

The new budget numbers

Ontario's October 29 Economic Outlook and Fiscal Review forecasts a $16.9-billion deficit for 2026–27, compared with $13.8 billion in the spring budget. The $3.1-billion deterioration reflects revised revenues, increased contingencies and other fiscal adjustments. The government now projects deficits of $12.7 billion in 2027–28 and $6.7 billion in 2028–29, followed by a $0.2-billion surplus in 2029–30. These are projections, not audited year-end results.

Growth outlook under pressure

The Ministry of Finance projects real Ontario GDP growth of 0.5% in 2026, followed by 1.5% in 2027, 1.8% in 2028 and 2.0% in 2029. It cites uncertainty around U.S. tariffs and global conditions. Employment growth is projected at 0.4% for 2026, based on the same fiscal-planning framework. Actual economic performance can differ materially from those forecasts.

Debt and interest costs

Ontario estimates interest and other debt-servicing costs of roughly $17.4 billion in 2026–27. The projected net-debt-to-GDP ratio is 37.4%, slightly below the spring budget projection of 37.7% despite the larger near-term deficit. Those measures answer different questions: the deficit is an annual flow, while debt and the debt-to-GDP ratio summarize accumulated obligations relative to the economy.

Why it matters for residents

The fiscal update affects the province's room for spending on public services, infrastructure, tax measures and industry support. Ontario increased its contingency fund amid trade risks and recorded additional projected expenditures associated with housing affordability and wildfire response. Readers should distinguish newly announced policy changes from measures that were already part of the provincial budget.
