A fiscal-policy explainer that separates the total budget balance from the operating balance and PBO's pre-budget forecast.
The government is forecasting two different balances
Budget 2026 projects a C$62.3-billion overall federal deficit in 2026–27. At the same time, Finance Canada says routine operating revenues will cover day-to-day operating expenses in 2027–28, which is separate from the total budget balance that includes broader investment and financing costs. The government's published fiscal overview shows the day-to-day operating balance moving from a projected C$3.5-billion deficit in 2026–27 to a C$11.2-billion surplus in 2027–28. These are forecasts, not completed government accounts.
Why experts question fiscal projections
The Parliamentary Budget Officer's October 2026 Economic and Fiscal Outlook offered a different pre-budget assessment of when operating balance would be achieved. Crucially, that report did not incorporate all of the November 5 Budget 2026 measures, so it should not be described as a post-budget audit. The PBO estimated operating finances would be close to balance in 2027–28 but warned that the government's fiscal anchors provide limited constraints if much new spending is classified as capital investment. Independent forecasts and government plans use different underlying assumptions.
Taxes, growth and the longer-term outlook
The budget forecasts slower economic growth amid ongoing trade tensions with the United States and anticipates deficits continuing through the five-year planning horizon even if the operating balance improves. Ottawa's calculations depend on future growth, commodity revenue and the delivery of promised spending restraint. Legislators and analysts will examine whether the investment returns and revenue projections materialize. CDN News distinguishes the stated operating-budget goal from a claim that Canada's total budget has become balanced.
