The short version

A distinct November 5 U.S. House election result from New York's Hudson Valley.

Conley wins a closely watched swing seat

Democrat Cait Conley defeated two-term Republican U.S. Representative Mike Lawler in New York's 17th Congressional District, CBS News projected on November 5, 2026. Lawler conceded to Conley after election night but CBS waited for more ballot information before making its own projection. The result flips a Republican-held House seat and contributes to the Democratic majority that will take office in January 2027. It does not determine the outcome of separate contests in New York.

Election-night scanning difficulties

Westchester County reported problems with ballot-scanning machines on November 3 that required voters to deposit ballots using established emergency procedures. Election officials said the paper ballots were secured and would be counted. A technical problem delaying returns is not, by itself, proof votes were lost or the election outcome was invalid. County and state officials have separate responsibilities for completion and certification.

Why this district matters nationally

The lower Hudson Valley district had been a Republican target for retention and a Democratic opportunity for a pickup. Conley campaigned on a coalition-building message and affordability, while Lawler emphasized his service and record representing the region. The congressional election will shift control of committees, bills and oversight, but the president retains veto power. Final certified counts may adjust vote margins after the race call.
